HTML - 500 points!!!  easy static question

I am having difficulty controlling how different sections of my code are rendered... It seems like it is jumping all over the place....what tags can I use to control it better?

it is a bit messed up as I tried to fix the table at the bottom and it threw everyitng everywhere..if I take out the bottom table then it looks fine...help if you can ASAP!

its gotta stay static cant use CSS and I cant use javascript thanks!
