Dynamic distribution group not working with hub transport rule

I have setup a hub transport rule to bounce back messages designated for members of a dynamic distribution group. The group is comprised of all users in a particular OU.

The action doesn't happen. I tried it with a regular group and it works. Is there a trick to this. Exchange 2007

I believe it may take up to 4 hours for changes to take effect for transport rules because of the Recipient Cache interval. To bypass this, try restarting the Transport services on all Hub Transport Servers.
