Exchange Sending mAIL pROBLEM

I am receiving the beolow error maessage when someone emails a specific domain.  However, I am not blocking anything,

You do not have permission to send to this recipient. For assistance, contact your system administrator.
  <tci-mail-01.tci.local #5.7.1 smtp;554 5.7.1 <jim@media.com>: Relay access denied>
