Full rights to mailbox but cannot manage calendar?

User A has full access right's to user B's mailbox, but cannot accept meetings or manage his calendar on his behalf, etc.  

Any thoughts?

have you delegated the control rights to User A in outlook.

Assigning full permission's does not allow to accept meetings, You need to specifically delegate:

within outlook - Options - Delegates tab - Click Add and select user...Make sure to select 'Send Meeting requests and responses only to my delegates, not to me' if you want to divert all calendar entries routed to delegate

I went in an re-added full permissions.   This resolved the issue.
