On the server in question, open a command prompt and enter
qfarm /load

This will probably return a load of 10000.
If so, enter the following commands (you can stop/start the IMA service from services.msc as well if you want to; it just may not be running when recreating the local host cache):

net stop "Independent Management Architecture"
dsmaint recreatelhc
net start "Independent Management Architecture"

Wait a few minutes, run
qfarm /load
The load should now be less than 10000, and users should be able to logon again.
