Exchange 2007- activesync issues

Exchange 2007, sp1 w/ rollup 7, installed on server 2008.

Trying to use iPhone.  Can validate the user accunt after setting up the iphone, but can't synchronize, and can't see any mail items.  Error on iPhone is:  "The connection to the server failed".

turned out that this was a setting in the activesync policy.
