App covers task bar

I have just rebuilt a laptop with XP pro, and for some strange reason, any app in full screen mode covers the task bar.   Task bar is not set to auto hide.   Have tried setting to auto hide and then unsetting again.

right click on the taskbar and chose properties
then chose
keep the taskbar on top of other windows
