Can I Turn Of Non Delivery Reports for Exchange 2007 Internet Email?

Unfortunately my domain is getting ton of spam lately.  Many of the emails are sent to people that don't even exist within my organization.  As a result, I get hundreds and hundreds of NDR emails saturating my outbound queue.  I would like to disable NDR's all together, but this post states that I will get black listed:

Is that really the case?  Is there something else I can do to avoid this problem?  My internet connection is literally dominated by these connections and I am starting to see an effect on my ability to connect to the internet.  When I shut down my "Exchange Transport" service, everything goes back to normal.  Obviously that is not an acceptable long term solution.

Is there any way I can just explicetly deny emails that aren't addressed to someone in my AD?
