Outlook 2007 hanging - OFFLB.EXE

The Title basically explains the problem. But heres the story. Since upgrading to Office 2007 Outlook seems to hang every few minutes. ) Each time Outlook freezes I can see the OFFLB.EXE process pops up in task manager. If i manually kill the OFFLB process then Outlook works again, however, after a few more minutes the cycle starts and Outlook begins locking up again. Any help on soving this would be great. The PC is a dell GX620 2GB RAM. Problem only started after upgrading OFFice What does OFFLB.EXE actually do?

What i've tried:
Uninstalled Office and ran a clean/full install
Patch Windows (XP Pro) and Office with the latest updates, fixes and service packs
Creating a new Outlook profile
Loading in safe mode

Will carry on troubleshooting

I've never had this problem before but now ShrePoint Designer keeps freezing and when I look at the Process list Offlb.exe is there ...sometimes, ending the process un-freezes Sharepoint but most of the time it doesn't.

As it stands now...Sharepoint Designer is unuseable HELP!

I have a HP Photosmart printer...never caused a problem like this before ...why now?
I made my HP printer (not the Default)...still have the same problem.

Opnned Office in safe mode.


Chopped up some PST files in to smaller files...same problem with Offlb.exe...

Help.

This feels like and is acting like a virus!
Last things new to the my system...

Installed  Visual Studio 8....

Upgraded PC Tools

This solution does not work!
