Do you know the way to obtain a user certificate in windows server 2008?

in windows 2003 "https://server/certsrvl"

Don't do https for your certsrv page, and hopefully the certsrvl was a typo...

Note that you need to have the web services installed if it isn't coming up make sure certsrv is listed in IIS and that you have ASP installed and enabled.
