Changing Offline Address List Server Error

Under the properties of "Default Offline Address List", I try to Change the server of the offline address list. I receive error ID on: c1034a70.

what errors are you logging in the event logs?

And have you got the necessary permissions on the target server?

There are no errors in the events logs and I logged as domain administrator

are the databases mounted on the server you are wanting to move the OAL to?

That error is primarily generated when a database fails to mount

And what is the rest of the error text please?

The database are mounted on the destination server.

what errors are you getting on the target system?

do you have the appropriate permissions on that system?

are all the required services running on the target system (including iis)?

There are no errors on the target system. The user account is domain administrator
The are also running.

Yes,  the account is also an Exchange Full Administrator
