Check that they have SP1 installed:
http://www.microsoft.com/downloads/details.aspx?FamilyId=9EC51594-992C-4165-A997-25DA01F388F5&displaylang=en

Otherwise, try going to
Start>Run>Outlook.exe

Does Outlook Open?

If not try

Start>Run>Outlook.exe /safe

Does it open now.

If both of the above work fine, might just delete the Outlook Icon from your desktop and recreate it.
Go to C:\Program Files\Microsoft Office\Office12 (If this is where Office 2007 is installed on this machine)
Find Outlook.exe, right click on it and Send To Desktop
