onenote onetemp file extension, what is it?

A user showed me a notebook and it has a onetemp file extension.  I am not sure how it got there, but I can't open it.  Does anyone know what it is, or how it works?

.onetemp files are created by OneNote.  You can delete them

Thanks, so I can basically ignore it?  I thought that my onenote application was actually using it.  I though that my one note notebook was stored in that location.

So I can just delete it?
