Convert picture to JPG from internet

Hi, I've never had a problem with downloading pictures from the internet and later converting them into jpg but I just downloaded a flag and tried to convert it and it has a "scrap" name attached to it and when I try to add the jpg extension or run it thru one of my convertion programs, it won't accept it.  How can I convert it to a jpg?

Ok, this is the website I downloaded it from.  Does that help?  I use windows XP and Microsoft Outlook 2003.

What does outlook have to do with anything?

Just go to the site with a browser and right click the image to save it.

Yes thanks...when I download from that website using Save Picture As I can save it as PNG or BMP....I am using IE 7

What browser are you using....how do u download this file...exact steps please.
