Toshiba Satellite Pro 6100 not booting up!

Hello everbody!
Toshiba Satellite Pro 6100 with cmos battery error and then goes on and off with orange power led blinks.
So I reflow the solder at 80pin power board connector on motherboard using microscope.
Now it is totaly dead with power orange led blinks  with or without battery on AC adaptor
it blinks as 1000 1110  in reverse order 0111 0001 = 71H
71h
PPV voltage is not more than 0.68V when the computer is powered on.
what that means?
What failed? Is it motherboard , or video card ??
I tried replacing known working power board FMNP52
any help would be greatly appreciated.

Thanks nobus, cmos battery was replaced after cmos battery error, it's brand new and charged.

New cmos battery and new main battery fully charged, I gave up on this motherboard! it might be not worthed spending further time and money. Thanks nobus!
