How do I use Hauppauge HVR-1600 with Analog Signal?

Ok, I have a situation that I'm not really sure is even possible to correct.  I have Dish Network in my home, and just purchased a Hauppauge WinTV-HVR-1600 TV Tuner card.  Now, I know that I have to hook up the coaxial to the analog input of the TV Tuner to get any channels, and after scanning with WinTV, I only get one channel, channel 116.  This channel receives my satellite signal, and I can turn channels using the Dish Network remote, but of course the WinTV channel has to stay on 116 the entire time.
Here's my dillema.  The reason I bought the card is to be able to stream tv to any browser using Orb.  I would also like to use another Media Center besides the packaged WinT|V.  The problem, with both Orb and any other Media Center such as Windows Media Center or SageTV, is that on analog signals, the programs only scan channels 2,3 and 4.  Since this is TV2 of my Dish Network box, the output channel can go no lower than 21.  I am not able to pick up any signal on either Orb or any Media Center.
Anybody have this issue before?  And PLEASE tell me there's a resolution.

Hi lflorence,
Does the Dish Network box have audio / video outputs?
If so, you can connect those to Hauppauge HVR-1600. It's possible that both Media Center and SageTV supports that configuration.
If you need more help, please post the model number of the Dish Network box or a link to the its manual if possible.
