You cannot send an email message without SMTP. SMTP is the protocol used for mail transfer; you must use the SMTP protocol to send an email.

If you are referring to attempting to send an email via VB Script without sending it via an SMTP Server, you will have difficulty in doing so. While you could look up the MX records and connect directly to the recipient's mail server to deliver the message, most mail servers would reject this if you do not have the correct DNS infrastructure in place.
