How to use app_offline.htm in asp.net

When I put the app_offline.htm file on the root of my asp.net application the application shuts down, but I get a HTTP 404 message. The content of app_offline.htm is supposed to be sent to the browser. I get the same result on the GoDaddy server as my local computer in Debug.

What am I missing?

I'm using Visual Web Developer 2005 Express Edition and .NET 2.0

According to this article keep your app_offline.htm file's size more than 512 bytes, and the 404 error will not be returned to you.
