How to Search Attached Mailboxes in Exchange/Outlook 2007

We have a number of group monitored mailboxes in our exchange, so that users A, B, and C, in addition to having their own mailboxes can all see and check mailboxes like support, bills, etc.  We need to be able to search the contents of these attached mailboxes, but have not been able to do this, any search done by User A searches on in User A's mailbox, same for users B and C.  We have tried choosing the 'search all mail items' option in the search drop down with no change.

The Search Options Panel is most restricted - we cannot add any data files to the list of those to be indexed, though we don't believe that whether the other mailboxes are indexed should affect our ability to search them.  Is this true, and are the restrictions to the Search Options a GPO setting or are they managed elsewhere?

To search additional mailboxes, go to Tools-Instant Search-Advanced Find. Click the Browse Button then check off all the mailboxes you want to search.
