Excel Menu Bar is missing in Excel 2003 - I have tried the Alt V, Alt F etc and that does not do anything.  I have also ran the repair tool from add remove programs.

Under C:\Docs and Settings\username\Application data\Microsoft\Excel there should be a file called Excel11.xlb. This is a Hidden\System file so you will need to make the appropriate changes in the view properties in Windows Explorer.
