I need permission management software or permissions manager software. I am running Win7.

I am getting installation errors, like Error 2203, when installing Office 2007.  And I do not have sufficient permission to do something.  This is a single user machine I am on.

Windows 7 does not have any drivers out until a few months until it is released.  Your best bet is to wait until Windows 7 nears release.  I have heard that some Windows XP drivers will work for some things though.

Actually, if you go under Control Panel>User Accounts...then go to the user you want permissions for, and click turn user account control on or off.  There should be settings under there that will allow you Full Control for the user.  Checkmark that box and your good to go.  If I helped, could you give me the points for this question!
I went to Control Panel\All Control Panel Items\Action Center\User Account Control settings
I set Choose When to Be Notified at Never Notify.  I started the install on Office 2007 and got the sama error message and the install rolled back.

that is not the option i wanted you to check.  you have to go to control panel>user accounts>(your_account_name)> then click on set user account control.  then once your in there, check the box that says full control for all settings for this user.

Run procmon http://technet.microsoft.com/en-us/sysinternals/bb896645.aspx before you start the install then after the installation fails stop procmon.  Remove the processes that are unrelated to the office installation and see what it's failing on.

After you know where the issue hopefully we can repair it.

Also try to download a trial version http://us20.trymicrosoftoffice.com/default.aspx to see if possibly your office CD is bad.

You may want to try the office trail first.

procmon did not do anything for me.

I finally solved the problem and Office Ultimate 2007 is installed.

My solution:
RUN services.msc
I disabled the following plus a few more that did not seem to be needed.
CarboniteService
Diagnostic Policy Service
Superfetch
