Connection error from web server to filemaker server

Greetings,

I have a functioning system which displays a form on a web page and then querys a filemaker pro server that is running in our office.  

When I tried to switch it to another filemaker database that is identical but at a different ip address I have broken it.

It gives the error: fsockopen-Error: .111/Connection refusedThe following error occurred: Unknown error

The way it works is that the public php page has two include files, one that is called fmandphp.php and the other is called fmparams.php.  That is the file where the ip address and port of the filemaker server are specified.

I would appreciate any thoughts on how to troubleshoot this, but I am not super knowledgable in filemaker.  I have forwarded port 80 to the filemaker server on the router in the office where the new filemaker server resides.  That is the port that is specified in the fmparams file as well.

I'm sorry for the delay.  I didn't know that anyone had posted a comment.

Anyway the problem here is that it is running Filemaker Server v. 8 but that version did not have the web publishing engine.  That is available in v. 8 Advanced.  In the following versions the web engine is included in the standard server.

not sure I got it all: where was the old one, another IP on the same LAN?
and where is the php page? on a public server?
does the new server is setup to use the right router as gateway?

no the web engine is still in the adv version, only the php interface is standard fro v9+
