Could not access client license

When accessing Terminal Server from a laptop via Remote Desktop i get the message "Could not access client license"... and the connection is cancelled. The CALs have all been paid for and registered accordingly....

Do you have a licensing server enabled?  Is it reachable?

yes, other pcs internally and externally recieve the license
