MS exchange information store service fails to start in a timely manner after windows updates

We recently installed windows security updates on our windows 2003 servers in our domain.  Our AD domain consists of 1 Win 2003 Primary domain controller, one Exchange 2003 server and 1 windows 2003 print server.  All servers appeared to reboot fine after the updates except for the Exchange server.  We cannot start the Information store service now, it times out after attempting to start the service and says "MS exchange information store service fails to start in a timely manner "   We made sure the dependancy services are started, and even ran a KB hotfix from Microsoft.  When we tried to re-install exchange to repair exchange, we are getting errors referring to a possible issue between AD and DNS.  The exchange server and the PDC(DNS server) can ping each other by name, so it seems the DNS is working.  This Exchange server is internal and has no external DNS resolution.   Any advise would be greatly appreciated.

So only the IS service does not start?
Do you have any AV's?
Disable all AV's and then try starting the IS service

We are using Symantec AV on our servers.  I tried to restart the IS service after disabling Symantec on the Exchange server, but still not able to start the Info store.  
 
At one point between reboots, we were unable to start the exchange system attendant for a while, it kept saying that it also failed to start in a  timely manner.  I believe it restarted though and we still could not start the IS.
Do you think DNS issues could cause the IS to stop starting?   Thank you for your reply.

Check the app logs for events and post the errors that you see there.....
If SA is not starting run a setup /domainprep from the exchange cd

We are trying to install a new exchange server to replace the old one using the same netbios name and ip.  We are running out of time to troubleshoot the issue and just nee to get outlook talking to exchange on the domain.  During the initail installation process, we are trying to run forestprep and it fails with the following error "extending the schema in the active directory failed. please consult the error log ldif.err in your temp directory."
NOTE:
We have added the future Exchange server to the domain as a regular server and not a domian controller.  
We have taken the original Exchange server offline.

Here is the error we get when trying to run forestprep on the server "Setup failed while installing sub-component Microsoft Exchnage Organizaton-Level Container Object with error code 0xC1037AE6"

the problem was with group policy.  Something was changed by security software that didnt allow the exchange to talk to the AD.
