put gray and white shapes both same sized inside frame but in background of labels and return true in conditional formatting. when rownum is even make white return true when rownum is odd make  grey shape return true. u can do this without shapes there is method to change back color of frame conditionally. thing is u have to play with rownum and backcolor.

once two overlapping white/grey shapes/labels are paced inside frame u need like following code. Infact u need only one shape/label i.e. grey one getting visible on odd or even row. since report page color is white u dont need to create white shape/label.

        FUNCTION B_ZeroFormatTrigger RETURN BOOLEAN IS
        BEGIN
                IF :CS_1 = 0 OR :CS_1 IS NULL
                THEN RETURN (TRUE);
                ELSE
                         RETURN (FALSE);
                END IF;
        END;
