Can't add trusted site in IE7 or 8. Trusted Sites Grayed out

This problem exists domain-wide for all users.  Affects all IE7 and IE8, XP and 2K3.  Enhanced security turned off on 2K3.  Administrators are unable to add sites as well as limited users. I can click on Sites button, but add sites window is grayed out. There is no known group policy that has intentionally changed or restricted trusted sites.  HKeyCurrentUser\...\Zones\2 = 47 (71)
I have created a test GP to which I have set filtering to myself only and imported current security zones and settings, but nothing changed.  Any ideas?

If neither help,  run sfc /scannow from a command prompt.
P.S. Group Policy is often the cause of this, but you say you have checked that.

Thanks for the link.  I had already visited it, though, and verified that the HKeyCurrentUser\...\Zones\2 = 47 (71)
As for the sfc /scannow, I am running it on my computer now, but since the problem it affects all users, o all OS's, under all profiles, on all computers, I doubt that it is the problem.
I suspect it may be a group policy thing, but since I don't have any policy that deals with trusted sites, except the one I just created to troubleshoot this issue, I don't know where else to look.
