Access rights to change IP

There is a user on a domain having laptop who is tralveing abroad and his ISP back home requires him to put static IP in the NIC settings. Now we have a policy of not giving ADMIN rights to the user. Is there any work around so that he can change the IP without getting enough rights on his Laptop.

In TCP/IP Properties go to the Alternate configuration tab. Insert the static ip here. Now it will try for a DHCP address first (when in the office) and if it fails will assign the fixed ip.

User with admin rights cannot input these settings. As mentioned above no admin rights canbe given to the user for this
