On the exchange tracking I can see exchange created the NDR as in the external user bounce back.... Why? Any assistance with this problem would be greatly appreciated

The external receipt's server is rejecting the email. There are various reasons why that could be, the most likely is the header is getting munged in some way or the external recipient has antispam features blocking it.

The sender gets the ndr, the forwarded external recepient receives the email without incident....

The NDR that you have posted is not an Exchange message, so it is being generated outside of Exchange. If Exchange gets an NDR back then it will pass it on the originator, whether that is an internal or external recipient. That is the expected behaviour.

As I stated, the message is being rejected by the next server. Exchange attempts to send the email to the external host, which rejects it and forces Exchange to generate the NDR.

The kind of email forwarding that Exchange does is not going to be possible very soon to many addresses as it looks like spoofing. Exchange leaves the headers in place, which means it looks like the message originated from your server.
