Ok,

I have Outlook 2007 running on Windows XP Pro with a Server 2008/2003 Active Directory

I can't for the life of me get roaming Outlook profiles to work.  Please assist with step by step instructions.

If i understand you want to log in to different pcs and not configure the outlook in each of them.
If this is the point then search for outlook profiler. It is a very useful and very cheap utility (each license costs about 1 or 2USD)
I have it in my network and it woks great. But this is only for mailboxes not for pst files.
