Symantec Endpoint Protection SEP causes network saturation

We have three SEP servers in our data center. We are running MR4MP1a on the servers and on the clients.

Two weeks ago we rolled out the SEP client to one of the sites as a test site and since it has saturated their network unless we stopped the services on the SEPM servers.

Some client in addition we noticed were getting 1GB/hr traffiec from SEPM managers that we could not figure out why. We had to run clean wipe on those to get the traffic to stop.  However until now we cannot determine why the SEPM servers still saturate that network everytime we turn their servies on.

Any help would be appreciated

Are you sure that the current version is MR4MP1a (11.0.4014) ?

yea, we had the sepm servers running at MR3 when it was first deployed, so when we noticed the problem not resolved, we figured to upgrade all the sepms thinking this would resolve it.

one thing we did was we set a GUP at that location which seemed to cool things off after 8 hours or so, but when we turned the gup off we went back to the high utilization a few hours later.

it is weird. and yes, Servers and clients are on MR4MP1a
