How do I set to download full content of email on Blackberry 8310

We have one user that just got a replacement 8310; we've done an enterprise activation on his device, however, every time he receives a new email, it gives him a message that there is additional information but he has to click on a link to retrieve it. Is there some setting that we can change on the blackberry to download full content? this happens regardless of whether he has attachments in the email.
