Outlook Public Folder is not updating tracking status after would be accepter of meeting accepts or declines meeting

First off, I want to thank you in advance for writing a solution in Lamen's terms so that I can understand and grow from this experience.
I have a friend in our office who is a secretary/administrator Here is the senerio... We are on a domain with exchange running. On our secretary's computer she has two calendars. The boss and the public calendar for all of us. (all of us are not part of the domain, however, exchange is setup on our computers)
When the secretary send out a appointment to a specific user and that user accepts the calendar item with a email response... The secretary is unable to view the response in the "tracking function tab." I can see the email in her inbox but the calendar item is not updating the "Public Calendar" item. It appears that this function is not automatically updating the tracking function.
Is there a way to resolve this and if so how?
