It isn't an Exchange error, so the remote server is rejecting the message. Is it always the same error? If so are you routing outbound email through a smart host? It could be the smart host is rejecting the message. <br />

I've set up a new SBS2003 and for some reason the SMTP fails.

No users can email outside of the server. sometimes you get errors:

Interactions between email servers and clients are governed by email protocols. The three most common email protocols are POP, IMAP and MAPI.
