Outlook customization - Default value for a custom field

I am new to Outlook custom form regions and can't find how to set the default value for a particular custom field in Outlook.

I am customizing the Contact form by adding a form region. One of the fields in the form region is an InternalContactRep.  We use this Contacts Public Folder field to track who is the primary point of contact with this potential client.  

When the user creates a new contact I want the field InternalContactRep to default to the person that is entering the contact, but I also want to have the option for them to select any name from our internal employee list via the Global Address List.

How can I do this.  I have looked in the properties and tried to set the Initial Value to [Author] but it doesn't work.

Also how can I get a drop down or at least a selection box to choose the person from the Global Address List.
