Create New Image from 2 Images - one PNG, One JPG

Is it possible to combine two images in VB.NET?

I am trying to do watermarks as part of my upload and resize program.  I'm currently letting the user enter in an image, the program resizes it into three files and then uploads it to the server.

We've found that people are copying this images and would like tp protect them with a watermark.  So, I have a PNG - now I just need a way to automate it's application to the image (JPG).

So... first of all, is this possible in VB.NET?  if it is, can someone direct me to some references as to how this would be done?  Thanks for your help!!!
