vs2008 asp.net Imagemap control questions

I would like to use the Imagemap control in vs2008. I have a map of Oregon and want to adds some polygonHotSpots. Then I would like to show some pictures of the hot spot area on rollover or (on clicked). I have two questions...

#1 As there does not seem to be a graphical tool to draw on the image to set the coordinates, what is the best way to figure that out?

#2 Once I have the hot spots, how do I control the attributes of the other image controls on the page?

Mapedit is good to make image maps
http://www.boutell.com/mapedit/

you can have the hotspot run a javascript function so you can display rollover images etc  Below is some pseudo to help give you an idea
