Dreamweaver CS3 - Image maps

I have a plan layout of a building and I want to create a series of pop-ups that a user can see when they mouse over an area of the layout so it displays a photo of that area. Akin to what happens on Google Maps.

I would appreciate guidance as to the best way / technique to achieve this. I've tried with an image map / hotspots and _blank pop ups but I'm not happy with the results. Thanks.

Thanks Kechka - Nice solution but it lloks like it relys on a server side .net component and I restricted to the basic Windows server without this implementation. Please correct me if I'm wrong. I'm looking for a client side solution if possible.

The images that pop up will be approx 20k on average. Preloading maybe, but not essential.
