Try Sybase Adaptive Server Enterprise version 15.0.2 Developer's Edition

http://www.sybase.com/ase_1500devel

or Sybase SQL Anywhere Developer Edition

Hi, well I have installed without any major problems versions ASE 12.5.0.1 and 12.5.0.3

Be aware both ASE 12.5.4 and ASE 15.0.3 (the only versions you should consider using - and note support for 12.5.x ends Dec 31 this year) require XP Pro and may not work on XP Home.

ASE 15.x requires SP1 or higher, although these days you probably have SP3 anyway.

Also be aware Sybase SQL Anywhere is a totally different (incompatible) product to Sybase ASE.
