I'm sorry but thats the first answer in Google I know the waterfall diagram is sequential, but I need to know what the official name for a waterfall diagram that gives one the loop back possibility.

Sorry. My eye answered "waterfall" and not the picture ;)

I do not think it is any kind of the waterfall model. Even though it is drawn as if it was waterfall, the backward arrows do not fit with the model. Also the phases look like more abstract. It seems to me that it is related to "more stragegic" level. I am not the expert in the area.

Hmmm... perhaps (though drawn differently) it is implying the Spiral Model:

The ultimate evolution from the water fall is the spiral, taking advantage of the fact that development projects work best when they are both incremental and iterative
