Access denied to anything .msc

I have a Gateway E4100 running Windows XP pro. I am the admin on the machinge but for some reason I cannot run anything that is .msc  I cannot defrag, I cannot go to services.msc, and so on. When I try to do it I get the error: C:\WINNT\system32\dfrg.msc    Access denied.    Please help

    Try the registry tweak in row 54, lefthand column -- Restore Admin Tools (.MSC):

    Well, it is something wrong with the registry.  A couple of possibilities:  your hard disk needs scanning with CHKDSK in order to correct any file corruption, or it could be some sort of malware that modified the registry...
