You could increase fan speed instead?

hehe I wish, the fan is already 100%. All average laptops make them 100% at least the few laptops I saw

Nvidia's mobile vga's tends to suffer from overheating and their own software prevents not to continue to overheat and down clock and miserly slows the game. Therefore, I am trying to find a level where it doesn't reach high temperatures and not suffer dramatically in fps.

I tried riva tuner but when I measured clock speed in EVGA precision they where the same, no down clocking. I am confused in other words

Fan speeds can vary depending on AC or DC power consumption, or a number of other things.
Is it actually down-clocking or choking out due to heat issues? What game is it?

What does it mean to be "Always On"?

Is your cloud always on? With an Always On cloud you won't have to worry about downtime for maintenance or software application code updates, ensuring that your bottom line isn't affected.

I read from other forums and they concluded that the software is taking care of the heat by down clocking and begins to lag for a few seconds and then back to action.

It lags in all modern games even Call of duty 2 that has been released few years ago. The one that doesn't suffer is Pro evolution soccer 2009 but all other games lags that bit and when decrease some temps then back to normal fps.

I monitored all fps in Fraps. I tried turning of powermizer that acts by downclock vga when ever heat pops in but nothing. (but maybe I didn't do it well too)

PS: One day I noticed a major drop in clock speed speed in Evga precision but for a few second.

This may sound like a really odd question but what is your virtual paging min and max sizes?
Also, have you analyzed your HDD lately for a defrag?

virtual paging is 2046 min and 4092 max.

and I did a defrag last week, seems it's the same as it was hm.
