I renamed the Key "...\Resiliency" to "...\ZZResiliency". Tested the Outlook and Clicked NO to the Question.

I've removed what I thought would be the main culprit which is Abobe Acrobat Reader which fixed the another issue with the normal.dot but safe mode in Word is still happening when you open it logged in as a user in a session. &nbsp;<br />
