Can you run program files?
Type the following command into the Start Menu's Run field and click the OK button:

CALC

if that opens, then the next logical thing to do is make sure that the Windows Installer Service is running.  2 ways to get there:

1. Right-Click My Computer > "Manage" > go down and expand "Services and Applications" > click on "Services".
OR
2. Type the following command into the Start menu's Run field and click OK:

    services.msc /s

Once you have the "Services" window open, maximize it and scroll down looking for "Windows Installer".  When found, double-click on it.

It should show the following details:

Service Name: MSIServer
Display Name: Windows Installer
Description: Adds, modifies, and removes applications, etc, etc.
Path to executable: C:\WINDOWS\system32\msiexec.exe /V
Startup Type: Manual
Service Status: Stopped
The "Start" button should be available, but the "Stop" button should be greyed out.

It is likely that the "Startup Type" is set to "Disabled".  If so, change it to "Manual" and click the "Apply" button.  If it fails and tells you that you don't have permission, then look under the "Logon" tab of the Properties dialog and make sure it is set to Local System Account.

Hopefully the Windows Installer Service will now work and allow you to install an AntiVirus program.
