Hi shopjd,

Do you get the blue screen in Safe Mode? Did you install any new software or drivers lately?
I need more information to be able to diagnose the fault:

1. Does this happen everyday?
2. Can you actually bootup your PC?
3. Does this happen when  you run a program?
4. Have you done a scan for viruses?
5. Have you scanned your hard-disk for errors by doing "chkdsk /r" (without the quotes of course)?
6. Do you have any problems with the RAM modules?? or Video Card Drivers??

no viruses and I can startup my pc

usb drivers stop working or I get a blue screen at random times
I suggest that you download MalwareBytes Anti-Malware to your PC, install it, update it and scan. Let us know, what you find. If you've unable to install it, then download it again and rename it before saving on your PC. Are you also having installer problems?? I've seen another question https://www.experts-exchange.com/questions/24328066/dialog-box-windows-installer-service-could-not-be-accessed.html , is that for the same PC?

Have you tried testing your computer's memory to see if it's bad or going bad? Here's a link: http://www.memtest86.com/
