scope of properties for active-x control created in vb 6.0

I have created some properties for an .ocx that I am creating.
When I place the .ocx into a container such as a user form in excel .vba, I modify the property from the property dialog box. When I go to run the form containing the .ocx in excel, the property value that was not changed does not get applied during run-time. Why is that?
