Cannot Access Transferred File

I get the following error message when trying to open a copied file: "windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item."

When I transfer a downloaded file (via a UNC path) from my Windows XP Pro SP3 desktop to share on a Windows 2003 Server, and then try to open the file from the server i get the above error message.  However, when I download from the Win2003 server to the Win2003 server I can open the file with no problems.

This happens even if I save directly to the share from the website that I'm downloading from.

This wouldn't be a problem but sometimes I cannot download correctly on the Server and I have to download first on the WinXP Pro SP3 machine and then transfer to the Server.

Things I have checked:

Permissions and ownership on the file properties.
I am logged in as Administrator on the Server
I am logged in as a Administrator on the XP machine. (in the Admin group)
The owner is Administrator
Permissions to Administrator for "Allow ALL"

Please help...

right click on file go to properties, you will see a button that says unblock, click to unblock.
