create .ins file

Is there a way (an aftermarket program?) that I can create an .ins file based on my current internet options settings?  I know nothing about how to create an .ins file and it would be nice to just run something that would build it for me based on ALL of my current settings.  IE7/Vista professional.

    Appreciate it, but I saw this site before posting my question.  I'm looking for something that will create it for me based on my current settings.

    Try Internet Explorer Administration Kit (IEAK). Run IEAK tool, select required internet options, save it. Search for INS files in the directory where you saved customized IE7 MSI.
