Please try the following:

Click Start >> Run >>
Type the follow command in the Open box.
"net.exe stop wuauserv" (w/o quotes)
Press Ok

Repeat the same for the following commands:

regsvr32.exe wuapi.dll
regsvr32.exe wups.dll
regsvr32.exe wuaueng.dll
regsvr32.exe wucltui.dll
regsvr32.exe MSXML3.dll
regsvr32.exe qmgr.dll
regsvr32.exe qmgrprxy.dll
net.exe start wuauserv

I did as xtravagan suggested and on the regsvr32.exe wups.dll I got the following error message:  dllregisterserver failed with error code 0x80070005.

After trying this suggestion and several others posted on other sites, I finally had to reinstall Windows.  That solved the problem.
