Make sure it's not hidden, go to control panel, Task bar and start menu, and uncheck Auto-hide, and check Keep the task bar on top of other windows.
If that's not the case, try to start, run and type explorer. Is the task bar visible now?

So you can't see the Start Menu button, system tray or anything at all?

What happens when you press the Windows key on your keyboard? Do you see the menu but still no taskbar?

Hi rflorencio,

What happens when you try CTRL SHIFT ESC? Is the task bar still missing?

Sounds like a virus to me.  Press windows key + r and type in www.malwarebytes.com.  download the latest version and run it.
