i cant understand your issue please define it

There are two places you can use to set the home page via Group Policy.

The first is in User Configuration > Windows Settings > Internet Explorer Maintenance > URLs > Important URLs. Enable the Home Page option and enter the desired Home Page URL.
If you use this setting, the home page value will be set but the user can change it if they wish.

There is a policy in User Configuration > Administrative Templates > Windows Components > Internet Explorer called "Disable changing Home Page settings" which you can enable to push a home page to users and remove their ability to change it.

If you have many Windows 2003 or XP computers and would like to setup all computers using the same home page, you can setup it using Group Policy so that the home page apply to all computers' IE. To that, please follow these steps:

1. Run group policy from gpedit.msc or Administrative Tools.
2. Navigate User Configuration>Administrative Templates>Internet Explorer.
3. In the right side, double-click on Disable change home page settings.
4. check Enable.
5. Type the home page name, for example, http://www.experts-exchange.com
6. Close to save the settings.
7. Start-Run-type "gpupdate /force"
8. restart your client pc or run command "gpupdate /force"
